I need to rebuild my front stairs & balcony

The front porch stairs leading to the entrance walkway have deteriorated to the point of disintegrating. There used to be a parge coating that has almost completely disintegrated, and several chunks of concrete have broken off and crumbled from the landing step. Furthermore, the first step has broken away from the remaining steps and has left a 1cm gap between them, which has led to water infiltration in the cold room below.

Also, the walls and bricks of the front porch have deteriorated to the point of disintegrating too. The parge coating on the porch wall has almost disintegrated in several areas and several chunks of the front porch wall structure have crumbled and fallen off. The front porch bricks have also deteriorated and allowed water infiltration into the cold room below.

Water has infiltrated into the cold room below the front porch (due to the disintegration described above). The water infiltration has caused several chunks of concrete to crumble from the cold room ceiling.
